Well, this was a non-official guidebook, so nobody would claim it was official.  Stahn's "official" romanization is Stan.  Just like Leon's is Lion.  Those work fine if you're reading the vowels Japanese-style, but obviously they don't capture the English pronunciation.  I think that artbooks, manuals, and other guides are useful references, but they're really just that - references.  I still wish there were a kana version of the ToP soundtrack so I know what they were trying to express with some of those names.

The oldest piece of official promotional material I have from pre-release of the Japanese version of Tales of Destiny contains the following romanizations for the characters:
"Stahn Aerlon"
"Ruty Kartret"
"Woodrow Kelvin"
"Philia Phillis"
"Leum Magnus" <- This one is friggin odd. But I guess ignoring the odd "um", it pretty much bunks in the favor of Leon. Could be typo or misreading of bad handwriting for on.
"Chelsea Tone"

There is no mention of the other characters, but there are referances to terms/names such as: Swordian Master, Swordian, Dycroft, Lumina Draconis, Berglandt and The Eye of the Diety.

I wasn't aware of that.  I've definitely seen Stan and Lion in a lot of places though.  Apparently they haven't even been internally consistent about the romanizations of the names...  Well, after living here for half a year, nothing about Japanese English surprises me any more.  The scarier thing is that I'm starting to get used to it.  I'm going to have to spend the summer reading books to get my brain working right again...

The first one is Kongman's belt. Happens with a specific Kongman blast caliber. The second one is Neo Miktran.
