Chester's hi-ougi might be the same move as Chelsea's Shiten Meisatsu (sp?) PSX version.
Cless also has Satsugeki Bukouken in the PSX version.

I have to insist on a few things, based on my opinion of what artes fall under the "hi ougi" category. I might be rather picky about these things, but if you would rather take your project into another direction, then don't mind me.

In the original Destiny, -no one- has a hi ougi. All of the "flash" ougi attacks are just that, ougi, or arcane artes under the current US localization standard. All of the physical attacks that everyone has are tokugi (base artes) except for these "flash" ougi and Stahn's combination artes (translated as "sacred skills" in the PSX localization, though they are still ougi like all the others that the remaining characters have).

Likewise, in Eternia, Chat and Max/Fog's "Level 3 Skills" are ougi. Even if Elemental Master has a cut-in, or if Eternal Throw/Hammer has a background change, both attacks are used as normal skills, and considered even within the game itself as ougi (though they aren't designated officially as such, so that is open to debate). Regardless, they are not of the same tier as Reid or Farah's hi ougi artes.

And typically, Meredy and Keele's summons won't be considered as hi ougi artes since they are -summons- (shoukan), but that is up to your discretion I suppose, since all of Sheena's summons (koureishoufu) come with her cut-in in Symphonia PS2. Though personally, I wouldn't consider Sheena's summons to be hi ougi since all they did was to patch on a cut-in image without giving her a signature attack for her own. I don't know what to consider Arche's appearance during Shooting Star though, but I would rather list it under a separate category. It's up to you to add it.

By the same logic, Phantasia PSX has only one true hi ougi attack - Meikuu Zanshouken. I believe Satsugeki Bukouken was listed as a tokugi? But this is up to your own discretion too. However, the other attacks that were listed are not considered to be hi ougi artes within this game. Time Stop qualifies only within Abyss, Big Bang might have been considered again if this were Abyss, Pluto and Origin are only summons, with the same reasoning as mentioned previously, and Jiraiya is a "flash" ougi.

If we focus on player-only hi ougi artes, then my revised list would be like this (with translated names for reference if needed). There are also quite a few spelling mistakes in your original list (ie. "Garen Reshuugeki" should be "Garen Zesshuugeki"), so I corrected them below, per my romanization preferences. I also blocked out the spoiler content from the games that will be released in the US soon enough.

That sure helped, on a small note you missed Eternia“s Destiny summon for meedy only (it IS different to all the tother summons)
Then I was also a bit uncomfortable with TOD and ToP PSX "hi ougis".
About chat and Fog... I do wish to add them to the vid, but they really do seem not to consider Eternal Throw a hi ougi, since on the RM2 trailer she uses as a normal skill...
But oh well... About summons, I might just add the most powerful out of all the summons and that would be a bit more fitting as a hi ougi right?

I edited my list since I noticed a few minor mistakes of my own - I forgot to add Asch's hi ougi, and I mistyped Ruca's hi ougi. I also added Meredy's Destiny summon since I do consider it to be a secret attack that falls under the "hi ougi" category due to its unique requirements, unlike the generic summons.

It would make your video shorter if you removed the lesser summons anyway, so I think it might be a good idea to show the strongest they have if you have to show them at all. Though some completionists might complain, it's your choice in the end.

EDIT - Also keep in mind that Vesperia is rumored to have second hi ougi artes that are available during the second playthrough, but this is unconfirmed still. We'll see whenever more is revealed from the Japanese version throughout the next few weeks, and if the English version will add or improve anything like with Abyss (doubtful but possible). Same with Ratatosk/DotNW too.

Have fun with your video!

I will need someone to record ToS:KoR and ToV hio ugis anyways, so they will be left for VERY last XD
Im still missing someone to record Blue Earth, since I dont have a second controller (might buy one if this takes too long) and Im playing a third playthrough to get Majin rengokusatsu in ToD2

You can use mine if you want. It's not the best of quality, but it might save you some major frustration. ^^
