You clearly have it backwards, this isn't a
retranslation, nobody is
retranslating anything here.
Retranslating to my understanding would be picking the existing translation game script and based on it embelish/tweak/change a few things or translate it into another language altogether without going through the original material (japanese script) a retranslation is effectively what lots of european localizations do based on the "original" english translated script. Since here no one is basing themselves on it though, it doesn't comply as such. it's a translation,

Also, you're free not to get it since like you said it's already "decent enough to play", nobody is asking anyone to wait longer for this to get done in order to play it, if anything it's existence even took some of the urgency and pressure out of this translation, which is something I'm sure Cless and others actually appreciate and feel let's them focus better on the quality they want to achieve. They'll be different translations and one will not necessarily ridicule the other though, and that's not the intent.
This translation project started before the one you mention though, and by the time that one came out they didn't feel like dropping all those years of hacks and knowhow, which is fine and understandable.
To answer your question; no it's something that's not really necessary, you can play the game in english already, and I'd argue even the first translation wasn't really necessary because we have ToP SNES translated for years. But it's good the have the choice right?
