You'd still be hunting for a ROM either way, plus I doubt your computer can't handle a PSX emulator.

You will see that it is clear that Phantasian Productions does not do emulation, and does not release ROMs/ISOs and other illegal materials. So no, they will not be releasing a patched ISO of this game or any other game when translation(s) are complete.
It is recommended that people use their own legal copies of the game to make a digital file on one's computer to apply patches or emulate, himself only. This way it is not only legal, but also one does not get a potentially messed-up ISO that is slightly different than the ISO Phantasian Productions used to make the patch, or a corrupted ISO. Corrupted ISOs and different versions of the game with altered data will not run the patch correctly. This is true with any pair of patch and ISOs, not only Phantasian Productions' patch and Tales of Phantasia PSX.
Yeah so after my little spiel here, now I have a question of my own, on this subject.
I've got the "The Best" version of Phantasia PSX--is there code difference such that the patch won't be able to be applied to the "The Best" version, and will only be able to be placed on the original Japanese Version?

The Best version should be identical in code to the original version, the only difference is the packaging.

Now, over a year since I originally posted, I have a few more questions. I've managed to become
marginally
more educated on the subject, but I'm still in the dark on a few things. Now, I'm pretty sure the patch won't be able to be applied to the image on the game disc itself, correct? Additionally, a simple Bin/Cue pulled from the game and reapplied to a standard CD-R is unable to be played on any form of untampered-with Sony product (PS3 included), right? I apologize if I come off as a bit newbish, I'm looking for a bit of clarification just for certainty's sake.
So, finally, barring the disproof of my previous questions, a modded PSX/PS2 is the best path to take if I wanted to play on a console, correct? I would prefer to use my PS3 if no hassle is involved just for simplicity, but something tells me it won't be that easy. I paid a bit too much for that little guy, and it's a BC model as well, so I'd hate to jeopardize that or tamper with it in any way. I do have an older, fat-model PS2 and easy access to a DMS4 chip should I require one, but I'm curious as to whether or not I should go through with the trouble if there's an easier route.

Correct, except PS3 could actually be able to bypass it untampered.
Since it has linux you could boot into linux and run a PSone emulator. I don't know if there is one for it (PPC linux), though, but if there is... it should work. it's a matter of trying, the power the PS3 has under the hood while running linux should be more than enough for psone emulation.
