Technically, Swap Magic doesn't support any "ROMS" at all. All it supports is booting burned/import PS2 games. Booting something like a SNES emulator for the PS2 isn't some special task that Swap Magic does any better than a program like uLaunchElf. And as stated, nothing *at all* made for PS2 games can be used for booting PS1 games.
As also stated, you'll have to get something like Breaker Pro to boot the patched game. I'd have recommended a Gameshark Lite instead, but that only works on PS1's and fat PS2's.
Your question about patching the game... you physically can't patch the disc itself. That would be impossible simply because it's a finalized (technically it's *pressed*, which is certainly no better) disc. You have to extract the game using one of the many recommended programs (sadly, you'll have to rip to bin/cue format, which I'm very surprised is still accepted by whole groups of people), then follow the directions to patch that disc image, and burn it back to disc.
Oh, and never *ever* try pulling a swap while your disc is spinning. Don't even let it be a consideration in your mind. You will eventually ruin your PS2 trying something like that, and do you really want to take that chance with a device that Sony has been trying to make cheaper and cheaper over the years?

Oh, there is question coming to my mind:
I have a PAL PS2 and I have had problems with NTSC format games (PS1, PS2 is fine) since... ever...
This includes Swap Magic (PS2,PS1) and even a Modchip (DMS 4 Pro SE I think...) - but the latter works at least fine with PS2 games (Abyss, Legendia imports ^^).
I have seen that PAL PS1 works fine and NTSC PS1 doesn't work at all - but then again I could patch NTSC to PAL (tried that with my Eternia/Destiny II import) - but there I got errors and so on in-game after using multiple programs (NTSC to PAL, y-fix...) on an ISO I made from the original disc... I ended up playing ToE on my PC with selfmade ISOs and ePSXe... :/
I mean, to be blunt, I am an idiot when it comes to things like this, I was always wondering, how I got the PS2 Abyss Undub Patch working by myself oO
To get to the point finally: I think, as your patch will be based on a JP-NTSC disc, it will probably not run on my PAL PS2, so would it be possible (and of course not too much work) to create a second patch or mod that patches the game to PAL with y-fix as well, please?
If not, I'll just use ePSXe I guess. ^^

Nothing wrong with Epsxe. See. I don't own a PAL psx or even a modded psx, and last time I bought swap magic, I had to completely replace my ps2, so I trust that as far as I can throw it.

Unless you want to use the software renderer that comes with ePSXe, you may be better off using pSX. Or better yet, just try both. If you have a really good computer, using the software renderer and whatever filters you want shouldn't cause *too* much slowdown. Well... do whatever you want. But it sounds like it'd be a worthless effort to try playing on your PS2 with all the trouble you're having.

Funny, my PS2 is modded with an older DMS3, and at one point when I tried a PAL version of Suikoden 1 for some reason, it automatically forced the game to NTSC.

If I understand correctly and it is playable that way, then yes, a friend of mine can do the same thing the other way round (from NTSC to PAL) with DMS 3.
I had bad luck as always, the DMS 4 Pro SE seems to be the only chip that CANNOT do it with burned copies.
The older models do it, other modchips do it, just my exact modchip refuses to do that (and I think I read somewhere that NTSC users have the same problem and cannot play PAL PSX).
The bug was to be fixed according to DMS and Toxic, but then there was no further development :/
So, if it isn't possible to provide some kind of PAL patch, I'll just use ePSXe and play it on my computer - will work fine as well

I'm sorry to post on this topic again and after so long, but I cannot find Breaker Pro (NSTC) anywhere... Or at least on sites that don't require me to register or give out credit card information. I'd much rather use PayPal...

PAL sucks balls when it comes to videogames. Not because it's a bad standard, but because not many devolopers actually do good PAL conversions.
I'm assuming that your PS2 is one of the older fat models. I had the same problem with mine. I actually got one PSX NTSC game to work on my fat PAL PS2 and that was Dragonball GT final Bout. The top of the screen was cut off and it ran too slow. My slim PAL PS2 with a Matrix Infinity runs everything as it should.

PAL? I have an American PS2 and I thought burned games didn't even have any region coding... But even then, I'm fine with lag. Anything is better than an emulator.
I have a slim flip-top. I simply cannot use emulators... I even tried to start up the PSX one, but there was just so many things to download. I also hate playing on emulators in general anyway.
Keyboard, distractions, it's so high quality that it hurts my eyes when things move on screen...

My guess would be no, as the objective here has always been a thorough and exhaustive translation of

in the game, leaving the game itself "as-is"/no changes to the gameplay.

also another question.....
wen the patch is done will u guys also release a patched version of the whole game like a rom along with which emulator u see works best with it? Or at least like a copy of the rom that u guys see works fine with the patch?

You will see that it is clear that Phantasian Productions does not do emulation, and does not release ROMs/ISOs and other illegal materials. So no, they will not be releasing a patched ISO of this game or any other game when translation(s) are complete.
It is recommended that people use their own legal copies of the game to make a digital file on one's computer to apply patches or emulate, himself only. This way it is not only legal, but also one does not get a potentially messed-up ISO that is slightly different than the ISO Phantasian Productions used to make the patch, or a corrupted ISO. Corrupted ISOs and different versions of the game with altered data will not run the patch correctly. This is true with any pair of patch and ISOs, not only Phantasian Productions' patch and Tales of Phantasia PSX.

Your decision is your decision, obviously..but, why not just pick up a game of the game, though? It won't bankrupt you, and the translation is going to be worth it.
(I mean, that game itself is worth it, but the translation'll make it even cooler
)
