So a dumper/inserter is in the process of being completed for enemy-specific attacks, and there are several ones I'm unsure of.
From a random enemy called Super Star:

うずしお = whirling tides
アッパー = Upper, as in uppercut (fist-fighting)

なみきり = 波切り or 波斬り = Wave Kick/Slash? Not sure.
キック = Kick

獅吼爆雷陣 = Thunder Beast in ToA, and I think Thunder Explosion in ToS
雷神十連撃 = I don't think there's an official translation for this, except for dummy ToD-PS1 techs.
雷神拳 = the fist version of 雷神剣, which I think has always been Lightning Blade. So how 'bout Lightning Fist or Lightning Punch? Or Thunder Punch. I think Thunder Punch sounds the best actually, especially for Lilith.

I seem to remember a move called 10 Hit Combo in her ToD1 dummy list. But that doesn't seem to go with what we're striving for here.

Thunder Fist? (inspired by Senel's Demon Fist)
For what it's worth, she's also got 雷牙, which I put down as Thunder Fang, but I have no idea if it's in any US Tales games aside from ToD dummied.

Thor's Hammer? Man, it's a shame no one at Namco thought of that years ago. Something related to Thor or Zeus or some Western lightning god would be great for all the Raijin skills. *o*

is the name of a thunder god from Japanese mythology, so I always wanted to leave it untranslated (for the same reason you don't try to translate "ninja"), but it's kind of weird like that.

I really like Thor's Hammer for the move. I'm just not sure how to hometek-ize it without cutting too much out and even then make it not sound kind of stupid.
First you've got Thor, covering the Raijin part, and the last three kanji kinda seem inline with what hometek was thinking in ToD1. you might associate "hammering" with multiple strikes... so... I think it's perfect. The best name possible, I can't think there could be anything better for it.

Same reason Fuujin is translated literally~ It's not obvious it's mythological and should be read as a name instead of some generic kanji compound along the lines of 魔神.
うずしおアッパー = Whirlpool Uppercut (i think it was an uppercut that shoots a whirlpool projectile)
なみきり might be 波錐/wave drill, iirc it's a flurry of kicks

ToD PS1: 雷神拳 (Thunder Punch), 飛燕連脚, リリスラッシュ (Lillith Slash, 2 Ls), 獅子戦吼, 雷神十連撃 (10 Hit Combo), サンダーソード
ToP PS1: サンダーソード, 獅吼爆雷陣, 飛燕連脚, 雷牙, 雷神拳, 雷神十連撃
ToD/ToP Lilith (lightning sparks and all) references Heihachi, 雷神拳 and 雷神十連撃 in particular. (Heihachi also has 風神拳 which possibly inspired 風神剣/fuujinken but that's another story)
Heihachi's 雷神拳 iirc is called Thunder Godfist (...aka Dragon Uppercut in Soul Calibur II). 雷神十連撃 is a reference to Tekken series' 10 hit combos (十連コンボ), sometimes 10 Hit Combos, 10-Strings, Ten strings. So ToD might've known the reference.
anyway I actually do like Thor's Hammer, but I also like the heihachi reference (because it distinguishes between Lilith thunder fighter and later Lilith's heightened cooking motifs). Can we work it in somehow? Even subtlely would be great.

well, the only thing that's obvious is that it should probably be "fist", in line with heihachi's thunder godfist and senel/luke's demon fist :/
i would advocate lightning fist, just because the sword move is lightning blade and tales continuity > tekken continuity.
celsius's 凍神十連撃 (iirc) was frost shear in ToE, which of course is of no help whatsoever :/

凍刃十連撃? hehe speaking of ToE, I remember reading if you enter tekken at the Imen library instead of bonsai, Meredy says something like she's practicing 十連コンボ.
btw, since we're on the subject, a heads-up for the ND1 project that heihachi has his signature raijinken and fuujinken, and Lilith, though not playable, uses a homage raijinken, 闘女 らいじんけん I think. It adds to her SD-era fighter style I guess. iirc she even has a Monk move for hardcore brawler justice. No 雷神十連撃s between them, at least...
this is just musing but i just realized that as Thor's Hammer, some people might go "wouldn't it be Mjolnir then?" (happens to be a ToS U-attack iirc) anyway, just more ideas~
