PS3 is region free regarding PS3 games... Not PS2 ones. PS2 and PS1 will still be region locked.

So... no. Not out-of-the-box at least.

alright well how about anything through its HDD? I know theres some things you can do with the PS2 HDD that lets you play region locked games, so on the PS3?

There's nothing yet on PS3 that allows it... that I know of; at least.

The PS3 is protected against hard drive options since the PS2 was exploited in such a way before the PS3 was released, so it was a consideration during design. HDD access while in PS2 mode is limited by a whitelist. Every program is not allowed to see the hard drive unless it is on that whitelist. The whitelist is digitally signed, and only Sony can update it (which is why the latest Final Fantasy XI discs didn't work properly with any PS3 model until mid-December, almost a full month after thier release). HDLoader isn't on that whitelist, and other homebrew won't be either.

You'll need a modified PS2 to run any patched PS2 games at this point.

PS2 mods are very easy to find. I have no idea why you'd say it would be hard. Swap Magic costs like $30 with a case modification bundled with it.
