External testing help no longer needed.... original post as follows:
I'm unable to test this myself, but I need somebody who has a savegame far enough and knows how to pull off Loni's 震天裂空斬光旋風滅砕神罰割殺撃 hi-ougi.
I finally found the hi-ougi text but it's all in a very non-conventional format and I want to try something to see if it works.
You'll need a DVD burner and modded PS2 because this test requires a patch.
Preferably someone's who's fairly active around here.

Oh well. Someone internally was able to test it... and thankfully that test
was a success
!
Now I just need to think about programming algorithms for dumping and inserting...

Maybe this isn't the best place to put this, but...
Due to the way this particular name is stored, it can be no fewer than 7 words long in English. 7 exact is ideal, but it can be stretched if necessary.
I'm not sure there's anything that can be derived from the official English Tales for the naming of this one, so it's okay to get a bit creative. If we can get some kind of general theme and background on this loooooong name someone might be able enough to cook up something that tries to do justice to the original.
I actually half-jokingly thought of calling it DIE DIE DIE DIE DIE DIE DIE...

one thing to note is that each phrase is vaguely related to what loni is doing onscreen. i assume we should be going for over-the-top ridiculousness, here?
here's my initial contribution, based loosely on the kanji:
Trembling Rending Flashing Whirlwind Smasher Smiting Annihilator Strike
the "annihilator strike" being the final kassatsugeki (割殺撃) part. i like the "smiting" (shinbatsu/神罰) part the most out of that, personally. as for the rest, i hope other people come up with something much cooler sounding
my other idea was LONI DUNAMIS ULTIMATE SPECIAL GIGA POLEARM BREAKUUHHHHHHH, but i don't know how many people would like that one.

There is a big problem with this hi ougi, cause it is really important that it is conected with the action, since it appears gradually, but most USA hi ougis, when localized, lose the "literal" meaning...
What to do... oh bother =S

My crack at 7 words
Rumbling Tempest! Flashing Whirlwind! Annihilating Divine Cleaver! (...Attack! for the failure version in the place of Cleaver.)
We currently have Shinkuukassaijin as Divine Cleave, so this isn't that far of a stretch.

Given:
-The name relates to the action.
-The move and the name itself are rigged up by Loni to be uber awesome.
The real idea I think is that the name's not really made up randomly, it's all references to other Tales moves.
震天 from Chester
裂空 from Rekkuuzan / Reppuu moves etc
斬光 from Judas and Ras
旋風 from Stahn
滅砕神罰割殺撃 This whole chunk is sort of a glorified reworking/reference to the 神空割砕人 starter itself.
滅砕 relates to 割砕, or it can be from Kyle's Slag Assault too (or other _____saijins).
神罰割 to 神空割, more or less.
And of course, 殺撃 or 割殺撃 is to contrast with the failure 攻撃.
You can also kinda tell by the animation for each part of the reference. So given the reference, you can use some localization magic as basis and not go that willy-nilly.
From old and new skills:
震天 Wild Rain / Quake | 裂空 Tempest | 斬光 Flash | 旋風 Gale/Vortex/Whirlwind | 滅砕 Slag | 神罰 Smiting | 割殺撃 Slayer / 攻撃 Strike
Pretty close to what Kaji suggested. Only real annoyance is Shinten being an arrow rain skill is not like the thunder move here (looks more like Raiden etc), and it got translated as Wild Rain by looks instead of the name. So the reference is in name only.
Trembling/Quaking | Tempest | Flash(ing) | Gale/Vortical/Whirling/Flurry | Slag(ging) | Smiting | Slayer/Deathknell (success), Strike (fail)
-Keep the 裂空 and 旋風 words reasonably different.
-The words seem to be action/descriptive leading up to the final 割殺撃/攻撃, try to keep them all verb/adjective/descriptive sounding, instead of pairing them up. I think it should have the effect of something like Super Uber Awesome Mega Miracle Strike (all descriptions + last noun).
-Try to relate the words for 神罰割殺撃/攻撃 back to 神空割砕人 a little. For 神空割砕人 I have
Mortal Judgment
,
Mortal Advent
, or
Divine Mortality
(relates to its name and description. Mortal/mortality for man/human, but also killing/death. Judgment for the holy punishment idea, delivered by man). Matter of fact, all the hiougi names should reflect the starter's names (important to this game, given its emphasis on chaining/extension).

Actually, all three of the final melee Hiougis break the mold(not factoring Majinrengosatsu)
Kyle uses an Earth-based Slag Assault(temp name for Ganzanmessaijin) to chain into what is clearly a Wind elemental-ish Hiouzetsurenshou.
Judas goes from the Darkenss of Majinmessatsuen to what is clearly a Light Based Girenshoureizan. >>;
Loni is just a plain mold breaker. Shinkuukassaijin is his original work and Shintenrekkuuzankousenpuumessaishinbatsukassatsugeki is a full reflection of such.

iirc, Shououzetsurenshou's not wind based, Girenshoureizan is darkness. Could be wrong, but a lot of the hiougi are elementless even though the animation might show otherwise. The reflection is there, some are more related than others, be it similar names or similar style of attacks. Or some sort of finishes the action of the starter.
Like Kuuhazeppuugeki to Zeppamesshougeki are both about breaking stabs, even though it goes from wind to some fire/earth animation. The kanji themselves 空破絶風撃 and 絶破滅焼撃 are relating each other (空破 to 絶破, 絶s and 撃s). Ganzanmessaijin to Shououzetsurenshou are about full arcing slashes, full slashing power, etc. The slag is an added bonus of him slamming his sword into the ground with full force.
Judas' Girenshoureizan makes perfect sense if you consider all 3 moves in that chain. Majinmessatsuen is the Devil/Demon/Satan (魔人), Girenshoureizan the Holy Spirit (聖霊), and Majinrengokusatsu is Purgatory (煉獄). Hell, Heaven, Purgatory. It's poetic emo crap to describe his character; first "evil", then has a change of heart for justice, finally lands somewhere in between. The wordplay of 魔人 to 真神 also hints that the "True God" is in neither Hell nor Heaven, but in Purgatory or some crap like that (extend it to truth/life not all purely good or evil, but somewhere in between). Describes all his personal turmoil, can't get more emo than that. Keep in mind that even though Girenshoureizan is the holy part, the emo poem recited during it about all the hopelessness brings it all back to his reality (chaining into Majinrengokusatsu is his "breakthrough" on outlook).
So Infernal Suffering for the Purgatory idea is so-so, Majinmessatsuen will need a more evil translation.
Shinkuukassaijin and its hiougi are both about a smiting of godly proportions, be it God's punishment or Man comparing himself to God. These 2 names are his most epic showing of bravado, all of his other skills have been building up to it with crazy spinning drivers, energy blasts, and tons of bell ringing imagery.

also keep in mind that loni's primary element is light, lending credence to that whole divine punishment thing. i think gogs's analysis is pretty much spot on
one thing, majinrengokusatsu should be translated similarly to, but different in meaning from, infernal suffering. the leon version is spelled totally differently, and it's the leon version that was translated as infernal suffering for RM. something related to purgatory, nirvana, balance, etc. is of course more appropriate for the judas version.
