Dubbing would go under the question about changing the voices for the ToP project. FAR too much trouble and not really worth it.

Cless has said he would actually dub ToP-PSX if it was possible. But it's just unlikely that it will happen. It's even less likely for ToD2j because it has even more voice work.

There are zero plans of doing this. I'm not against the idea (in fact, I'd love to do it if it were possible), but the costs of hiring a professional studio to record voice acting are prohibitive. Second, modifying the data (especially for skits to lip sync) would be very tedious and difficult to do. Third, even if we had access to "free" voice actors (fans), I still wouldn't do it. I'd rather leave this kind of thing to professionals.

Well, yes...personally, I would love to voice Cless in ToP, if possible. I sometimes find myself shouting "Sword Rain" for no apparent reason, and I think I've gotten quite good at it.
But the thing is, I just don't think it's going to happen, guys. There would be way too much work involved in dubbing the game, and we should just be thankful that we have the in-game text itself being translated. There have been so many threads like this one, but I really don't think anything is going to change...Remember, Cless and his crew are doing all of this for free. We don't want to overburden them.

I think this can be done (both ToD2 and ToP dubbing) outside Phantasian Production projects, trying to make them compatible with the translation.
This topic isn't even a proposition, but is like going to a translation group asking them to translate one game you like... They have to do a lot of work because someone asked it?? Keep in mind that all this is made only 'cause they want to. You can always try to study for yourself how to make it (and probaby many people around there could give a hand with they knowledge about the game, hardware,etc...)
Anyway, I personally like dubbings (if they have at least a little quality), and in fact I played ToP SFC using the fandubbing that some group I can't remember made...

The problem with dubs is to actually get them to work and sound good you need professionals to actually do it. I know Cless would want the voices to be at high quality if we were to dub it.
As for me I stand no chance of being a dubber. Sure my voice is cold and sincere but its not good enough >_>
Well maybe not cold but my voice is sincere and deep.

Not really. The voices should be submitted to someone who is knowledgeable of keeping the voices 'even' to each other (Read: Mastering) and ensuring the quality is the best they can be after post-processing.
Of course the recording itself must be audible enough, for instance:
1. Microphone must be able to clearly record without interference, and can record at 44100khz or higher. Condenser mics at your disposal is a huge plus.
2. Trial up to five different 'versions' of the same recording..though this is more quality control than ethics of professional recording.
3. Once again, make sure your voice is clear and does not 'clip' past the meters while recording. (If you have a moving bar while recording, you'll understand why this is extremely important) Also, make sure you can't hear anything else loudly in the background as it will pick up every single thing in range.
4. Of course,
if you know what you're doing
, you could even play around with the recorded product before submitting to whoever's responsible. (ie: reverb, pitch/formant change)
5. For dry voice acting, they are usually mono samples as everything is coming from one recording source. Unless it is an effects/filtered sample, there should only be one channel for sound. The 'dude who handles the audio' will most likely equalize everything, set all files straight to proportion, remove any unneeded noise (ie: crackles/pops, low volume hum etc.)
6. NEVER blow into your microphone.
I dunno, just my two cents. I'd like to see this happen in a more proper manner. The ToE dub was supposedly done 'professionally' as you'd put it, but the quality of voice actors was terrible. Simply because it was a rushjob IMHO.
Then there's Topping Translations' fan dub of ToP SFC, compatible with DeJap's ToP translation. That wasn't done professionally, but at least they got something out of it, in terms of localization. (Also, the quality is limited to SNES hardware.) Personally I think what killed the whole thing was whoever sang "Yume wa Owarani" in English, was sure

lol Yeah, I find myself saying Klarth's summons at random times. The most common one I say is Maxwell for some strange reason...
