In terms of the copyright stuff, I'm not sure. I believe that so long as the game isn't being released stateside, you should be OK. There is nothing illegal about releasing a patch for a game as long as it isn't a pre-patched ROM or ISO. Once a person owns the game, they are allowed to modify or copy that game for their own use as they see fit. However, as soon as they start selling it or providing it to others, that's what's illegal. A dub patch would be the same thing. There's nothing inherently illegal with one. So unless there was an official English release of the game and Bandai Namco were worried about that patch taking away from sales, I don't think it would be an issue. Mind you, I might be wrong about this, but that's how I interpret it.
Well... may be. But I'm not really sure about it, usually when you buy a software or game you really are buying a license to use your copy from it, and you don't have allowed to modify it or even copy it. So... you don't really buy the software, only a permision to use it. Guess.

And knowing Sony it would argue something like: "To use this homebread software its needed to have a modded console, and when somebody modds his console to load this software there is a really high chance than he keep using illegal backups from other titles"
Anyway, I'm with you on this think. If namco and Sony don't selled this game to USA, they cant loss too much on "sales", there is a really small amount of people than can import a game, and if it is a game only Japanese, the amount of people than want to buy its even less.
