thats not much of a suprise, some of the earlier modle ps2`s arent made to read dual-lair discs, But i would say just open it up, cottonswap everything down with some rubbing alcohol. and for cleaning the lens, use a q-tip on it, BUT Be WARNED! Only use 100% streakfree rubbing alcohol or it WILL not read discs anymore.

and be sure not to be forceful enough to push the lens down, just a safe crackers touch, barely let it slide down and over it, otherwise youll end up scratching the front of the lens on a level that you cant even see (since its a bunch of cotton fibres on a stick)

Once its cleaned and dried, try playing games again.

All PS2 models are made to read dual-layered discs. That's why that type of disc was allowed to be used for games. My Japanese launch model 10000 PS2 worked fine playing Xenosaga Episode I. If the system can't read the disc, it's because of a defect or the drive just wearing out from enough use.
