How to make Patches?

I have a question:

How do you make a patch for an ROM?

I'm trying to make a translation patch for a normal NDS ROM, but I don't know the right program to to make the patch, just how to patch it.

I'm not sure if it's compatible with NDS ROMs. If it isn't there's plenty of IPS creators available on Zophar anyway >_>

I can create an IPS, but it does nothing, it doesnt let me edit anything about the game.

It's not easy like that. The kind of questions you have should be enough to show yourself you don't have the ability yet, and nobody will spend the time to lead you there. You need to be able to find the way out on your own.

LOL...  at risk of baiting a troll...  Do you know how to work with a hex editor?  Do you know how to write in any programming language(s)?  Can you even COUNT in any base other than ten? octal? binary? hexadecimal?

If the answer to any of those is no, sorry, but you can't "edit anything about the game".  Well... maybe the last part, about counting in bases other than ten is a little excessive...
