Those are all Narikiri Dungeon 3 sprites, it should be easy to find.

Well, for mugen, I don't know. The sprites themselves are easy to find though, so if you know how to make mugen character files, then you already have a starting point. If you don't, I can't really help you. I don't play any mugen games so I have no need to look for these things.
