Learn to program in a real language. It might be difficult, but it's a lot more flexible.
An alternative is using a free games (RPG mainly) engine, like Verge (

)

It if difficult, but Dark Basic's language isn't a lot harder to learn than HTML... From my experience...
And he
is
using a free games engine: RPG Maker XP ... And with Verge, I remember reading tons of complaints on forums about it. But maybe things have changed? I dunno. ^_^;

RPG Maker XP isn't free...
The difference form Verge, Sphere, or similar ones is that RPG Maker XP is a game making program, that includes an engine to run the things you've made, not an engine you have to program for to make a game. And its performance is terrible.
And what kind of complains about Verge?
I've used version 3 and it's a stable, poweful engine, with decent performance, and there is a lot of work for making it cross-platform , PC and MacOS X versions are officialy stable, and the linux and PSP ones are in developement. Someone even adapted the Linux CVS to run in the GP2x!

... technically RPG Maker XP isn't free, but like RPG Maker 2000 and RPG Maker 2003, you can find it for download, fan translated, 100% free -- the legality? ... well, that's in question. -- do a couple quick google searches and I'm sure you can find it without much trouble.
I don't know about the progress with Verge. Like I said, I
used
to be an RPG Maker (and general game maker.. shoulda said that) junkie. this is way back since RPG Maker 95, before it was really well translated and still had tons of glitches in the translation. Then around the time RPG Maker 2000 came out, buzz about other game makers started picking up, including Verge, which, back then, was a horribly unstable and unversitile program. I should have been more clear, I know. Obviously Verge has improved. =P
As for RPG Maker and its abilities, it's performance really isn't as bad as you'd think. It's a lot more versitile and quite powerful if you know how to properly use its features. You could technically, with RPG Maker 2003, make a decent copy of Final Fantasy V with very few problems. Of course it has its limitations, but for its simplicity, it's quite powerful. The other huge plus to a program like RPG Maker (2000-XP) is that it's extremely easy to use. Anyone can pick it up without any prior experience with game making and make a perfectly acceptible, decent RPG. Is it going to be a masterwork? No, but with enough work, it could be.
Anyway, for a pseudo-Tales game, Verge would probably be a better bet.

About performance, I was talking about RPGM XP, on 2003 and below you can run almost any game on a Pentium 2 (probably 'cause of the difference between harcoded functions and running scripts(Ruby, in XP))
As you say, Fluffy, probably a game engine would be better, to program for RPGM XP (if you want to do something Tales-like) you have to learn a full scripting language, instead of something that can be made easier with a simpler langage made specifically for games.

EXTREMELY dead post I know but, if you want to do a game like that, I suggest hacking Tales of Phantasia or something, depending on what you can do. That's what I'm going to do. Everything would already be set up. I've tried RPG maker 2K, and I guess it's just my opinion, but I don't llike it. I'll try XP though.

Did you start by checking for sprites on the site linked near the beginning of this thread? And also... maybe not a good idea to revive a very dead thread with a request not quite relating to the OP's post. The idea sounds interesting though, just as the OP's idea was too.
